Biography

The Honourable Tara K. Carter brings extensive legal expertise and public service experience to her role as Speaker of the Anguilla House of Assembly.

A distinguished barrister and solicitor, Ms. Carter is the Principal of Carter & Associates Law Firm, which she has led since January 2014. Her legal career spans nearly two decades, including seven years as an Associate at Caribbean Juris Chambers from 2006 to 2013. Ms. Carter has built a reputation for excellence in banking, corporate and commercial law, civil litigation, real estate transactions, and labour and employment matters.

Ms. Carter has demonstrated exceptional commitment to public service through her various board appointments and leadership roles. She served as Legal Counsel to the Anguilla Social Security Board and previously held the position of Deputy Chair of the Financial Services Commission (2018-2023), having first been appointed as Director by the Governor of Anguilla in 2008. Her healthcare sector leadership includes serving as Chair of the Health Authority of Anguilla (2013-2016) and Director (2007-2012).

Her legal expertise extends to major tourism development projects, where she has represented several resort developments and commercial projects.
